Two states, plumbing-wise

New York City and the rest of New York have almost opposite plumbing problems, and it is worth being clear about which one you are living in.

Downstate, the water is a gift. Roughly ninety per cent of the city’s supply comes from the Catskill and Delaware watersheds, and it arrives soft, with a citywide average around 1.8 grains per gallon. Scale is barely a factor. What is a factor is the buildings. Much of the housing predates the war, and the pipe inside it is at the end of its life: galvanized steel supply lines rusting closed, lead service lines still feeding some of the oldest addresses, and cast iron drain stacks from the 1880s through the 1940s that have thinned from the inside.

Upstate, the buildings are often old too, but the water is harder, the wells are private in a lot of places, and the winter is a different animal. Frost lines that run three feet downstate run four and more in the north country, and lake-effect snow off Erie and Ontario makes Buffalo, Rochester and Syracuse winters genuinely punishing on plumbing.

What fails in a pre-war building

The clearest symptom is pressure. Galvanized pipe corrodes inward, and the bore closes gradually enough that people adjust to it without noticing until an upstairs shower will not run while the kitchen tap is open. Rusty water on the first draw of the morning is the companion sign. Neither is fixed by cleaning; the pipe itself is the problem, and a repipe restores what the building originally had.

On the drain side, cast iron loses material from the bottom of the pipe where waste sits. It runs for decades looking fine from the outside and then cracks, backs up, or drops out. A camera in the stack tells you which stage you are at, and that is worth knowing before you renovate a bathroom rather than after.

Lead service lines are the third thing. They are not a plumbing failure so much as a legacy: the pipe between the main and the meter in some of the oldest properties. The city has asked homeowners to identify their line material, and the check takes thirty seconds with a coin and a magnet at the point where the water enters the building.

Winter, cellars and sewers

From November through March the calls turn to freezing. The vulnerable runs are the ones in unheated cellars, crawl spaces, exterior walls and anything buried too shallow. Heat tape helps until it fails, which it does silently, so a line that freezes every year is better rerouted than re-taped.

The cellar is also where the sewer finds you. New York City and the older upstate cities run combined sewers carrying storm water and sewage in the same pipe. Heavy rain or fast snowmelt fills the main, and the lowest opening in the neighbourhood becomes the relief valve. That is a floor drain or a laundry standpipe in somebody’s cellar. A backwater valve on the house drain and a sump pump with a battery backup are the two pieces of equipment that make the difference.

Long Island’s own problem

Nassau and Suffolk sit on sandy soil over a sole-source aquifer with the water table close to the surface, and a very large share of homes there are on cesspools or septic rather than sewer. That combination means a system can be working correctly and still drain slowly for a week after heavy rain, simply because the ground around it is saturated. The systems that need attention are the ones that stay slow in dry weather, smell, or push waste back toward the house. Both counties run conversion and upgrade programmes, and where a sewer connection is available it usually beats another drainfield.

Who is allowed to do the work

New York City requires a Licensed Master Plumber to pull plumbing permits, which is stricter than most of the country and worth understanding as a homeowner: it means a specific licensed individual is accountable for the installation. Outside the city, licensing is handled at the county and municipal level and varies.
