The earthquake shapes the plumbing

California is the one state where seismic rules reach into ordinary residential plumbing. Water heaters have to be strapped against movement, with one strap across the upper third of the tank and one across the lower third, so the unit cannot tip, rock or slide. Most of the populated state falls into the higher seismic design categories, which brings pipe bracing requirements with it, and flexible gas and water connectors are standard rather than optional.

The reason is specific. After the Northridge earthquake in 1994, investigators attributed a number of the fires that followed to gas ignition from water heaters that toppled and tore their gas connections. A tank full of water weighs several hundred pounds and it is sitting next to a gas line. That is why a single strap around the middle, which is what we most often find on older installations, is not compliant and is not adequate.

The permit rule follows the same logic. Every water heater installation in California needs a plumbing permit, including a like-for-like replacement, and the inspection covers the straps, the relief valve discharge, the venting and the fuel connection.

Two states of water

Southern California drinks imported water. A large share arrives from the Colorado River, which picks up calcium and magnesium across its course, and the result is hardness that ranges from moderate to severe depending on which zone and which blend you are on. Los Angeles service areas span a wide band, and San Diego’s treatment plants have reported figures around twelve to thirteen grains per gallon. That is water that scales a heater, crusts a fixture and shortens the life of anything that boils.

Northern California is the opposite. Bay Area supplies fed by Sierra snowmelt are soft, and scale is barely part of the conversation. It is the same state and the same trade, but a softener that pays for itself in Chula Vista would be an odd purchase in San Francisco. Anyone giving you a statewide answer about water treatment has not looked at your address.

What is under the slab, and what is in the walls

The post-war suburbs that make up so much of California housing are slab-on-grade, with copper supply lines run beneath the concrete. Hard water works on that copper from the inside and ground movement works on it from the outside, and eventually a pinhole opens under the floor. The signs are consistent: a warm patch underfoot, a water meter that will not settle, a bill that jumped for no reason. Detection equipment finds it without breaking concrete, and the usual recommendation is to abandon the failed run and reroute overhead rather than open the slab and wait for the next one.

In the older cities the problem is in the walls instead. San Francisco, Oakland and the pre-1960 parts of Los Angeles still have a great deal of galvanized steel supply pipe, which rusts inward until pressure fades and the first draw of the morning runs brown. That is a repipe, not a repair.

Drought, pressure and the rest

Two other things come up constantly here. Drought regulation has pushed low-flow fixtures and recirculation systems into ordinary homes, and they need to be specified and installed properly or they trade water savings for a long wait at the tap. And California’s hillside neighbourhoods often run static pressure far above what fixtures are built for, which quietly destroys valves, connectors and water heaters. A pressure-reducing valve at the service entry and an expansion tank at the heater solve a surprising number of recurring problems.
