This matters more after ground movement. Older houses can still have rigid black iron gas connections, which tolerate earth movement poorly, so a gas smell following an earthquake deserves particular seriousness.
Planned work, and why it is permitted

Gas work needs a licensed fitter, a permit and an inspection in most jurisdictions, and the line is pressure-tested before it goes back into service. That sequence is the point rather than the paperwork.
Sizing is the part most often got wrong. Adding an appliance raises total demand, and a line that suited what was already connected may not deliver enough at the far end once something else is drawing from it. Sizing is calculated against combined demand and run length, not against whatever pipe happens to be nearby.

I can smell gas. What should I do?
Leave immediately and take everyone with you. Do not switch anything on or off on the way out, including lights, because a switch can spark. Do not open windows first, and do not go back in to look for the source. Once you are outside and clear of the building, call the gas utility's emergency line or 911. This is not a plumbing call and it is not something to investigate yourself. A plumber comes after the utility has made the situation safe.
Does gas line work need a permit?
Almost always, and this is one area where it genuinely matters rather than being paperwork. Gas work requires a licensed plumber or gas fitter, a permit and an inspection in most jurisdictions, and the line has to be pressure-tested before it is put back into service. Work done without that is both a safety problem and a liability one, and it will surface at the point of sale.
Can a gas line be extended for a new appliance?
Usually, but the sizing has to be worked out rather than assumed. Are flexible gas connectors safe?
Modern ones are, when they are the right type, correctly sized and not reused. Older connectors are a different matter, and uncoated brass connectors of a certain vintage were subject to recalls because they could crack. Rigid black iron is vulnerable in a different way: it does not tolerate ground movement, which is why it is a concern in earthquake country. Any of this is worth having looked at rather than guessed about.
