Old pipe, cold winters, and basements

Pennsylvania plumbing is shaped by three things at once: the age of the housing, the depth of the freeze, and the fact that almost every house has a basement.

The age comes first. Philadelphia and Pittsburgh both have housing stock that runs heavily to pre-1940 construction, and the plumbing that came with it is at or past the end of its service life. Cast iron drain lines corrode from the inside until the bottom of the pipe thins and cracks. Terra cotta sewer laterals, laid in short sections with a joint every few feet, get crushed by settling ground and opened up by roots. Galvanized supply lines rust closed until the pressure at an upstairs shower is a trickle. Copper installed in the post-war decades develops pinhole leaks. None of this is neglect. It is simply what these materials do after seventy or a hundred years.

Lead service lines

Philadelphia required lead for service lines in the early 1900s, and lead remained legal for that use across the state for decades afterwards. The result is a large number of homes in the older cities still fed by a lead pipe between the main and the meter. Both Philadelphia and Pittsburgh run replacement programmes, and both have been open about the fact that their records do not reliably say which addresses are affected.

That makes identification a homeowner’s job in practice. The pipe where the water enters the basement, ahead of the meter, tells you most of what you need to know: lead is dull grey and soft, scratches to a bright silver, and a magnet will not stick to it. If that is what you have, your utility’s programme is the place to start, and a plumber can replace the portion on your side of the meter.

Winter is the emergency season

Philadelphia alone records around 92 days below freezing in a typical year, with a frost line near 30 inches, and both numbers get more severe as you move north and west toward Scranton and Erie. From November to March, most emergency calls in this state are frozen and burst pipes: supply lines in unheated basements, hose bibs nobody disconnected, exterior laterals that were never buried deep enough, and heat tape that quietly failed sometime last spring.

The prevention is unglamorous and cheap compared with the repair. Insulate the exposed runs, disconnect the hoses in autumn, and know where the main shutoff is so a split pipe does not empty into the house before anyone finds the valve.

Basements and the combined sewer

The basement is the other defining feature. It puts floor drains, laundry standpipes and often a bathroom below the level of the street sewer, which is fine until the sewer fills. Philadelphia, Pittsburgh and other older Pennsylvania cities run combined systems that carry storm water and sewage in the same pipe, so a heavy summer storm or a fast snowmelt can surcharge the main. When it does, the lowest opening in the neighbourhood is the relief point, and often that is somebody’s basement floor drain.

A backwater valve on the lateral is the direct answer, and a working sump pump with a tested backup handles groundwater. Where a cracked lateral is letting groundwater into the system, repairing it helps both you and the street.

Water, and who is allowed to work on it

Pennsylvania city water is moderately hard, roughly 6 to 9 grains per gallon in Philadelphia and around 7.8 in Pittsburgh. That scales a water heater slowly rather than aggressively, so an annual flush is usually enough and a softener is a preference rather than a necessity. Private wells in the central and western counties are a different matter and often justify treatment.

One thing that surprises people moving here: there is no Pennsylvania state plumbing licence. Licensing and permitting are municipal or county functions, Philadelphia and Allegheny County run their own systems, and a licence in one does not carry to another.
