The water arrives when it thaws
A frozen pipe does not leak. That is the part worth knowing before you warm anything.
Ice expanding inside pushes water toward the closed tap ahead of it until the pipe splits somewhere, and that split is then plugged by the same ice that made it. So everything appears fine while it is frozen, and the water arrives when the ice melts and the pipe is pressurised again with a hole in it.
So: open the tap that the frozen pipe feeds first, giving meltwater an exit so pressure cannot build behind the ice. Work gentle heat from the tap end back toward the frozen section, using a hairdryer, a heat gun on low, or warm towels.
Never a flame. It overheats the pipe and its joints far beyond what they can take, flashes trapped water to steam, and ignites whatever is behind the pipe. It is a reliable annual cause of house fires.
And stay near the main shutoff as flow returns, because that is the moment a hidden split announces itself.
Spring is a drainage problem, not a plumbing one
Basements here take water in spring, and the instinct is to treat it as a plumbing failure. Usually it is not.
A thaw releases an enormous volume of water into the ground over a short period. If the ground slopes toward the house, if downpipes discharge beside the foundation, or if gutters are blocked and overflowing against the wall, that water is being delivered exactly where you least want it.

The key point there is that it needs testing before the season rather than during it: fill the pit with a hose and watch a complete cycle, checking the float rises freely, the pump starts, the level drops and it shuts off cleanly.
Soft water, and what that changes
Almost all national plumbing advice about water assumes it is hard. Here it is not.
Syracuse is supplied with unusually soft surface water, clean enough at source to be delivered without conventional filtration. The practical result is that scale is simply not the local problem. Water heaters last well, tankless units do not clog, fixtures stay clean, and a softener would be solving something that is not happening.
