Isolate it first, every time
This is the one part of this job where the order genuinely matters.
The power goes off at the switch and, better, at the breaker before anything approaches the chamber. Not merely switched off at the wall: a reset can restore power, a switch can be knocked, and the consequences are not recoverable.
Even isolated, the chamber has sharp edges and whatever is jammed in it is usually sharp too. Tongs or pliers, not fingers.
The correct method does not involve reaching in at all. There is a hex socket in the base of most units, and a wrench in it turns the grinding plate from outside, working it back and forth until the obstruction releases.
The reset button explains the dead unit
A disposal that has gone completely silent has usually not failed. It has protected itself.
When the plate is jammed, the motor stalls and draws heavy current. A thermal cutout trips to stop it burning out, and the unit goes dead.
So the sequence is: hum, then nothing. People assume the second stage means it is finished, when it means the protection worked.
Clear the jam, press the reset button on the underside, and it runs. If it trips again straight away, something is still in there.
And if it keeps jamming on ordinary food waste rather than on a spoon, the plate or bearing is wearing and the unit is nearing its end.

Free the plate
The hex fitting underneath turns the grinding plate by hand, working it both ways until the obstruction releases.
Remove the obstruction
Whatever caused the jam is retrieved rather than ground through, since cutlery and bone damage the plate on the way past.
Reset and identify the cause
The reset button is pressed and the unit tested. Repeated jamming has a cause worth finding rather than clearing again.

Is it safe to reach into a disposal?
Only with the power isolated at the switch and, better, at the breaker. Never put a hand in with the unit merely switched off at the wall, because the reset can restore it or a switch can be knocked. Even isolated, the blades and the chamber edges are sharp, so tongs or pliers are better than fingers. What is the reset button for?
It is a thermal overload cutout. When the motor is stalled by a jam, it draws heavy current and heats up, and the cutout trips to stop it burning out. That is why a jammed disposal often goes completely dead rather than continuing to hum. Once the jam is cleared, the button on the underside needs pressing to restore power. A unit that trips again immediately still has an obstruction.
Why does it keep jamming?
Usually what is going into it. Fibrous material like celery and corn husks wraps around the plate rather than grinding. Starchy waste such as potato peel forms a paste that binds. Bones and fruit stones are simply harder than the mechanism. Running plenty of cold water during and after use, and keeping those items out, prevents most repeat jams. If it jams on ordinary waste, the plate or bearing is wearing out.
