That produces a completely different problem list. Freeze protection is a design requirement rather than a seasonal precaution. Burial depth is set by local requirement for a reason. And there is a whole seasonal cycle around irrigation that a Seattle plumber rarely deals with.
Add basalt close to the surface, and the two defining local factors, deep frost and hard rock, work against each other in a way worth understanding.
Rock tempts shallow burial, and shallow burial freezes
This is the interaction that causes the most avoidable local damage.
The ground here is basalt in many places. Excavating it is slow and expensive, which creates a strong temptation during installation to lay a line shallower than it should be rather than break through more rock.
The problem is that the frost line does not care about the reason. A line buried above it will freeze, and the consequences arrive later: no water while it is frozen, and quite possibly a split that only reveals itself during the thaw, in a pipe now under a driveway that has to be opened through rock to reach.
The lines most often affected are the ones installed with least ceremony: irrigation feeds, and runs out to a garage, workshop or outbuilding.
Where rock genuinely makes the required depth impractical, the answer is a different route, or an arrangement that can be isolated and drained before winter. It is not a shallower trench.
Blow the irrigation out, and book it early
Dry summers mean near-universal irrigation, and real winters mean every one of those systems has to be cleared before the first hard freeze.
Two points are worth being clear about.
Draining is usually not enough. Water sits in low points in the pipework and inside the heads themselves, and gravity will not remove it. Compressed air is what actually clears a system.
The damage is not discovered when it happens. An irrigation system is not under pressure over winter, so a pipe that splits in January leaks nothing. You find out in spring when it is charged again, which means the repair arrives at the start of the season rather than the end of it.
And book it early. Every property in the city needs the same job in the same few weeks, and leaving it until the forecast turns is how systems get missed.
Rock changes what a leak costs
When something does go wrong underground, the pipe is rarely the expensive part.
