Ground that will not take water

That is the single most important fact about plumbing in Toledo, because clay does not drain and flat ground does not shed. Water that arrives here goes nowhere in a hurry. It sits near the surface, moves slowly, and finds whatever is in its way.

Often what is in its way is a foundation.

It is why basement water is the defining local complaint, and it is why two identical houses on the same street can have completely different experiences of it. On ground like this, the last few feet before the wall decide everything.

Most basement water is a drainage problem

The instinct when a basement takes water is to treat it as something rising from below. Often it is not.

A large share of it is surface water being delivered to the foundation, and the causes are all outside the house:

Ground sloping toward the building rather than away from it, so rain and meltwater run to the wall.

Downpipes discharging beside the foundation, concentrating an entire roof’s worth of water into one spot a foot from the wall.

Gutters blocked and overflowing at the wall, which achieves the same thing less obviously.

Driveways, patios and paths that have settled to fall back toward the house.

All four are cheaper to fix than anything done from inside, and on clay they matter more than they would on free-draining ground because the water cannot escape once it arrives.

Work through those before spending on interior solutions, because the wrong solution to the right problem is expensive and does not work.

A sump pump is a system, not a pump

Where groundwater genuinely does rise, a sump system is the answer, and in this ground it is working equipment rather than an insurance policy. It runs often and it wears out.

A complete system has four parts and most installations here are missing at least one.

The pump, which everyone has.

A check valve on the discharge, so the column of water the pump just lifted does not fall straight back into the pit when it stops. Without one the pump re-pumps the same water and short-cycles itself to death.

An alarm on the pit, so you learn it is filling before you find out by walking into it.

A backup, and here that matters more than in most places. The sustained storms that overwhelm a sump system are the same storms that bring down power lines, so a single mains-powered pump is protection most likely to be absent exactly when it is needed. A battery or water-powered backup with its float set above the primary sits idle until the primary cannot cope.

Test the whole thing before the wet season by filling the pit with a hose and watching a complete cycle. The float should rise freely, the pump should start, the level should drop quickly, and it should shut off cleanly.

Deep frost, old houses

Two cold-weather considerations apply across the city.

Burial depth. The ground freezes to significant depth here, and anything carrying water buried above the frost line will freeze. Local requirements set the minimum for good reason. Why does my basement take water when my neighbour's does not?

Usually because of what happens outside the two houses rather than anything different underneath them. How deep does a buried water line need to be here?

Below the frost line, and in this climate that is a significant depth set by local requirements. It is not a place to economise. A line buried too shallow will freeze, which means no water while it is frozen and quite possibly a split that only shows itself during the thaw, in a pipe now under a driveway or a lawn. The same applies to irrigation feeds and any line running to a garage or outbuilding.

What should I do about pipes freezing in an old house?

Work out where the pipe is actually getting cold instead of insulating everything. The usual locations are runs against exterior walls, in unheated basements, and in spaces with an air path from outside, and sealing the draught that delivers cold air to a pipe often does more than lagging it. For a run that freezes every year the durable answers are rerouting it into heated space or fitting heat tracing. During a severe cold snap, letting that tap drip is an effective stopgap.

Does Toledo water need softening?
